They do get banned, but they get treated not that harsh. They get maybe 3 day ban, then 1 week ban, then more and more. Isnt perm bannable.
Macro bans aren't short. They usually get long bans. xCurse was reported a week ago and is currently banned. If you support them, they'll get banned too.
Macro isnt that worse than tools, but it also depends where you get reported. Before you got banned easily from ranked. Maybe it got changed, but before many use macro and thats why its not that hard punishable.
